1)between 1970 and 1993,Belgians ammended their constitution for four times to accomodate all communities .

2)the belgian model of power sharing includes the following points ,

a)the constitution prescribed that the number of French and Dutch speaking ministers shall be equal at the central level.

b)some special laws required the majority of both the communities ,thus, no single community can make decisions unilaterally.

c)much more powers were given to the state govts. from the central govt..the state govts. were not subordinate to the central govt.

d)the capital city Brussels had a separate govt. which had equal representation of both the communities ,the French speaking community accepted the idea of equal representation as the Dutch speaking too accepted the same at the central level.

e)apart from the central and the state govts.,there was a third kind of community govt. which was elected by only one language community--German,French,Dutch.

f)this community govt. had the powers regarding cultural,educational and language related issues.

g)the elements of the belgian model is very complicated as well as the most abundant one.
