Shivaji carved out an enclave from the declining Adilshahi sultanate of Bijapur that formed the genesis of the Maratha Empire. Agricultural Policy of Shivaji Maharaj - Shivaji wrote a letter to his officer in Prabhanvalli area (Sangameshwar) in 1676. He clearly mentioned that help the farmers with donation of seeds & tax benefit for them in drought condition & warned his army to not to touch a single plant from farmers field.
