Simmon Commission also known as Indian Statuary Commission was appointed by British Government. There were 7 members under chairman Sir John Simon in November, 1927. This commission was set for the betterment of India had no Indian members. The Congress decided to boycott the Simon Commission and challenged Lord Birkenhead, Secretary of State for India, to produce a constitution acceptable in India. Muslim League was clearly split. Jinnah also decided to boycott the commission. But Sir Muhammad Shafi, who wanted to cooperate with the commission, decided to unite a Muslim League session in Lahore in December 1927.
