Its the member of the Legislative Assembly represents peoples grievances and also form part of the government.
1)Each and every state owes a Legislative Assembly.
2)States are then divided into different constituencies.
3)The people from the constituency elect one representatives who becomes a member of the Legislative Assembly.
4)Hence,MLA is elected by the people who contest in election by voting.
