How did Sri Lanka deal with the questioning of power sharing differently?

in sri lanka power sharing was not done as compared to belgium.Belgium made a constitution where people were given equal rights under constitution to prevent civil war whereas in sri lanka sinhala continue to dominate tamils and also govt favoured them ..This cuase a feelinh of alienation in tamils..Tamils launched many strikes for tamil as official language and equal opportunities for jobs but their femand was denied which led to civil war..
