How did the 18th and 19th century artists begin personifying a nation in an allegory?

Artist had started representing a country as if were a person.Nations were portrayed as female fig. The female forms that were chosen to parsonify nation didn't stand for any particular women in real life; rather it sought to give the abstract idea of the nation a concrete from, in fact female figures became an allegory of the nation.
ex: in France she was chirtened marianne, which under lined the idea of a people's nation.Her characteristics were drawn from those of liberty and the republic.
