After his accession to the throne Ashoka fought one major war that was Kalinga war. ... On conquering Kalinga Ashoka's army killed lakhs of people and thousands of people deported. This massacre changed the heart of Ashoka. Ashoka ideologically appealed the tribal and frontier people to follow the principal of Dhamma.

The war caused great suffering to the brahmana priests and Buddhist monks, and this in turn brought upon Ashoka much grief and remorse. He therefore abandoned the policy of physical occupation in favour of one of cultural conquest. In other words, bherighosha was replaced with dhammaghosha.
