The local British officials insisted on rule based payment of tax collection based on the acerage without considering the crop production and the revenue generation. Under Mughal rule the local administration had a say in fixing the tax based on consultations with farmers and this was replaced by rule based collection as the East India Company did not trust its own British/Indian officials fully.
British had seen India as an opportunity to make money and the development works like irrigation projects and railway lines were mostly undertaken if their benefits outweighed the costs and not in the real interest of the country and the people they ruled.
