The British Crown allowed their colonists to set up local governments and representative assemblies and to tax themselves unless they don't took arms against the Crown. On the other hand Spanish colonies were fully subject to the Spanish King. They were governed by the Viceroy appointed by Spanish King. The viceroy was loyal to king, not to colonists. The colonists had to obey the laws of king and could make none of their own.
