How did the Dutch try to regulate the forest in Java

1. The dutch Enacted forest law which didn't  let villagers access forests and damage the oak trees.
2. Trees could Only be cut for specific purpose like Making house and boats from specific forests.
3. Trespassers(accessing without permission) had to pay fines.
