When Lord Cornwallis became the Governor General, he introduced a land revenue system in 1793 called the Permanent Settlement. It was implemented in Bengal, Bihar, Odisha, and some areas of Madras Presidency. By the terms of the settlement, zamindars were recognised as the owners of the land with hereditary rights to the land or zamindari. The farmers, however, continued to suffer and became tenants, with no rights to the land that they cultivated.

The main features of the system were as follows:

1. Zamindars were asked to collect rent from the farmers and pay revenue to the Company.

2. The amount to be paid was fixed permanently, so, it could not be increased. The zamindar could retain a small percentage of the revenue collected for himself.

3. The land revenue was fixed for 10 years on a permanent basis.
