1. villagers were not able to get tall and straight woods for commercial use.

2. the forest act meant a severe hardship for them. All their practices of cutting woods for their house, collecting fruits, hunting became illegal.

3. villagers were forced to steal wood and if they were caught, they were at the mercy of the forest guards.
