Those muslims before independence of India. Some of the muslims were staying in India were knowing hindi mostly.
Some of the muslims were living in Divided Punjab (Now the part of Punjab is Pakistan). They were knowing urdu. Both the part of the countries formed the Muslim League under the leadership of Jinnah before an independence and also partition between India and Pakistan.

in the united provinces Urdu was the court language and all the petitions to the offices and courts was submitted in Urdu some sections of the society protested against this practice on April 8 1900 government instructed that all petitions are to be submitted in Hindi and the court summons and official announcement to be issued in Hindi as well as in Urdu. the Muslims resented and this the controversy continued for months and relations between the communities to became worse.
