in areas conquered by Napoleon the reaction of the local people were mixed... in few areas like Brazil's ,Switzerland, etc. the French army welcomed as harbingers of liberty ....but it later it became clear that new administrative arrangement did not go hand in hand with political freedom offer

increase taxation ,force conscription to French armies required to conquer the rest of the world, all seem to out with the advantage of the administrative changes
