Devi lal organized a new movement called Nyaya Yudh , a battle for justice against the Congress that was ruling Haryana Assembly since 1982, and formed a new party Lok Dal which became popular among the masses.As people were dissatisfied with the existing Congress government Devi lal mooted the option of starting a fight for justice against the ruling party,Lok Dal's manifesto appealed to the masses like programmes of loans waivering for farmers and small businessmen. People saw a change in Lok Dal and overwhelmingly voted for it in 1987 assembly elections.Lok Dal won 76 seats out of 90 and got clear majority.
