As London grew, crime flourished here, many poor people lived by stealing lead from roofs, food from shops, lumps of coal, and clothes drying on hedges.

There were also cheats and tricksters, pickpockets and petty thieves in London. Crime became an object of British society. Poverty was the root cause of this problem. Police, philanthropists and government, everybody was worried about the’ law and order situation in London due to the widespread crime.

To solve this problem, the authorities took some important steps like

(i) The authorities imposed high penalties for crime.

(ii) The authorities offered work to those who were known as the ‘deserving poor’.
