Though a treaty for Texas annexation had been sent to Congress in 1844, it was defeated by the Senate, where a 2/3 majority of approval is needed in order to ratify any treaty. Instead, the following year President John Tyler offered a joint resolution for annexation to Congress, requiring only a majority of votes in order to make it binding. This maneuver worked, and Texas became the 28th state.
