People applaud the hare because he was too fast and smart too but while doing race with tortoise he ran very fast and after that he turned and saw that there was no sign of the tortoise and that's why hhe thought that he would sleep for some moment because he underestimate the tortoise very much because the tortoise was slow and the hare was very fast. So when he slept that time the tortoise slowly and steadily won the race and when the hare woke up he saw that the tortoise won the race.
Slow and Steady alwys wins the race.
