Because the ‘first clock’ was the sun, and it was here long before mankind.
When the sun is directly overhead, that’s midday, or noon. Mechanical clocks were invented so that the time could be determined when the sun wasn’t visible, but basically used the same kinds of dials that people were already familiar with from sundials. That’s why the clock face we use is like it is - it’s basically a generalised form of the sundial.Time wasn’t standardised in any way until relatively recently. Noon is a local phenomenon - as the Earth rotates, the point at which it is ‘noon’ moves across the surface.
