a. Rousseau propounded the theory of General will , which talks of a social contract between the individuals and human beings.
b. According to Rousseau as society developed, private property came into existence, social contract became a necessity , that is to create an institution that would maintain law and order in the society.
c. Individuals through common will , would create an association that will protect and defend the society as a whole.
d. The basis of such a society would be the general common will of the people.
e. Where people voluntarily decide to give up their powers to the central authority that is the state which is based on the willing consent of the people.

g.Rousseau asserted the belief that government must be based on the consent of the people, resulting out of a social contract between the ruler and the ruled and that people have right to change the government if they are not satisfied.
