The number of 5 digits arrangement is

 \small \bf \frac{P(5, 5)}{2!2!}  \\

 \small \bf  =  \frac{5!}{2 \times 2}  \\

 \small \bf  =  \frac{120}{4}  \\

 \small \bf  = 30 \\

But this will include those numbers also which start with 0 at the extreme left position. The number of such arrangements are

 \small \bf  = \frac{4!}{2!2!}  \\
