Diplomacy harkens back to the earliest form of society — tribes. Although hardly anything is known about the substance of diplomatic exchange, we are aware envoys were used by tribes to communicate with each other and to set trade rules and practices. Even then, there was some sort of diplomatic immunity accredited to envoys, which ensured their safe passage and stay in a foreign tribe.
