How do accidents accur? It is always the driver's fault?discuss accidents on the road and how they accur.

Accidents aacur only bacause now a days all are not following rules they are not wearing helmet they drive in very hurry and in overspeed . Always driver fault is not there sometimes its driver fault but not always it is drivers fault ,accidents accur only because of not following rules.
