Cells combine with each other to make a tissue. Tissues join together to form an organ. Organs coordinate their respective functions to build an organ system. This organ system eventually make up the body of an organism.

It’s a simple matter of structural hierarchy. Cells are the basic units of living things. Tissues are groups of similar cells that are structurally combined to act together to perform a function or provide a structure.

Like a muscle. Organs are more complex structures, usually composed of multiple tissue types, that perform complex functions.
