Children: They think that garbage can be thrown anywhere (as they are kids).
Elders: They have seen the real world and know that garbage should be thrown in dustbins.
P.S. This scenario is reversed when elders are illiterate villagers and kids have studied something
So, basically the difference is not in age of people it's in the education and experience of people

Small children look for something valuable in heaps of garbage. They expect to get some coin, note or a valuable thing in it. Sometimes, they find just one rupee or at times even a ten rupees note. This gives them a hope to find more. Thus, for children, garbage is a source of wonder.
For elders on the other hand, it is a means of survival. They earn from it. Thus, garbage has two different meanings for the children and for their parents.
