The citizens of India have freedom to travel in any part of the country due to the Freedom of Movement that has been enshrined by the Constitution.
This freedom is also a part of the Universal Declaration of Human Rights and India is a party to it.
The Constitution of India is very clear that an Indian citizen can travel to any part of the Union without any kind of prejudice or bias.
