the way in which the government ensures transparency is that by way of empowering the people rather than govern as its subjects. It's better to take an example of India in the year 2005 that the very purpose of democracy was born in the form of Right to Information Act which places information on the highest pedestal.
Hence this is how a true democratic government can ensure transparency to devolve power to it's own people.
Transparency = Delegation + Democratization + Decentralization.
