Explanation: hair is entirely made up of dead cells. Dead cells in the sense they lack cytoplasm. When the hair is cut we do not feel any pain and it grows again because cells have the abitity to divide, elongate and recover. And cell division has nothing to do with cytoplasm. So cells hair grows again.
