First you should have your proverbial ducks in a row. You should have a record of these harassing calls, preferably taped messages, and the written messages together in a folder. You should make a copy to give to the police so you can keep the originals.
Then go down to your local police station and file a complaint. You may want to call first since we're in a crisis situation with COVID and ask how they would like you to handle it.
Either way, an officer will take notes of the situation and your folder of evidence. When he/she has your statement typed up they will let you know so you can sign it. The officer will let you know how to proceed, whether it's strong enough to issue a warrant for harassment, etc.
