First of all it is not an english question but a pol. science question..so the answer is the interest groups were formed when people came together with the same interest like focusing on a particular agenda. so when then they form these groups they particularly influence the public so that in turn they can influence the government. so in a nutshell they can influence the actions of the government.
some examples of interest groups are LTTE,etc
