How do japan prepare for earthquakes when japan kings ruled?

well i don't think that when kings ruled in japan they knew that earthquakes are natural but what i think is they would think of it as if god is angry or like that and perform rituals and all that stuff but there homes must be built of wood and materials like that so that it doesn't cause much havoc but in palaces i think they would use materials stronger, larger and royal so they must have built their palace in places with a record of very less earthquakes or none hope you understand and mark me as the brainliest .
