Literacy helps a lot in the functioning of democracy. An educate can understand what going on in his surrounding and can take a better decision. In this way he know to select his own representative and he doesn't need to rely on somebody else. As being literate does not mean one will rational in their thinking, but being literate will care personal informed decision by the person.
So in this we can say that literacy and mass education helps in the formation of democracy.
