Let's consider a person wins a local body election. I'm taking up the lowest level and it be correlated to the other levels. This is based out of my observations and is in no way a generalization of any sort.

So a person wins say, a municipality election. He/She is now a corporator. He now has the power to influence some decisions about his area/ward etc. Also, he has now gathered a political clout.

So the first thing they do is secure some money making businesses. For example, a corporators' son might overnight become a building material supplier. Now it's 2+2. Any or every infra project in his ward or others can be swinged in his son's favor. Other acquire some lands to build shopping complexes or apartments on. Some acquire even liqour licenses. Some have their relatives placed into important government positions. So they start planning from day one of their tenure. In fact you could really appreciate the meticulous planning done by them. Nothing would be direct. There would be subtle ways to make sure that cash would keep flowing even if they lose power.

I've seen some make temples/mosques/churches and they earn through them too. They do not spare places of worship either. Then there is another strategy. The next time the person would himself contest from one seat and have their spouse contest from another. If both win, the rise in income level is exponential. If one of them wins, then business as usual.

These are just some very common ways. There are umpteen ways. Now imagine if a local body corporator can do such things, what would be the clout and reach of a higher level leader. So once you're a politician, earning money is never a concern. You secure not only yours, but the future of next generation after you too.
