1).To recognize development sector:-

Every village has different needs.One village may have shortage of water and other village in the same district or state may lack infrastructural development like roads,school,hospital etc. So a state while working on infrastructure development of state may unwittingly ignore basic need of water procurement for first village. So,what government does that it finance the village needs by considering every village as separate panchayat. (In villages this financial help is known as 'Grant')

2).Better implementation of Government Policies-

To implement government policies and programmes like 'Swachh Bharat Mission', MNREGA,Aangwanwadi Centre(to dercrease mulnutrition) we need inclusion of every people. It would have been a great burden on State Government if the government employees had gone village to village to ensure implementation of these programmes and to update the process of implementation on real time basis.

3).Management of local resources

Local bodies or panchayats can better manage water bodies(Johad in local language),panchayati Well(Kuan),panchayati Ghar(house) instead of State government.

4).Cultural and religious Importance-

India is a country with great diversity and with this diversity cultural and religious values of people changes within every 3 or 4 kilometers of distance.Goverment may be unaware of these values of people.Local bodies collect 'nominal' cash from village people and organize fair(mela),Jagran or other things.

These are all the things I am recalling now.There may be(surely) will be other things.However,to utilize full potential of these bodies Government need to give more autonomy to these bodies which was the main motive of decentralization.

It also includes measures to improve the rural infrastructure, improve income of rural households and delivery systems pertaining to education, health & safety mechanisms.
