People look at mix of goals why because
Development is the process that brings improvement in the living standards of people. But interpretation of development may differ as different people have different aspirations and different goals. Development for one may be destruction for another. Everybody wants more income to improve their standard of living but increase in per capita income or consumption is not the only criteria for development. It also includes non-material things like equal treatment, freedom to live, opportunity to learn, respect from others, etc. Thus it is a mix of goals that may be conflicting.
