How do quality and quality of people of a country determine its human resources? explain with the help of example of African nation and japan

Its very true to say that quality of people only determine the human resource of a nation.
Human is considered as a resource because it is the only factor which can convert any other got into a usable resource.

Human quality determines the way of conversion. If humans are well trained then they can contribute more to the nation in terms of resource development.
If humans are unskilled then they cannot contribute for the development of the country 's economic resource value.

So, if humans are well educated and healthy then they can contribute a lot.

African nations have a huge amount of resource but they lack very important thing that is human resource. So, they lack behind in development of the resources.
But,
Japan doesn't have much resources even it needs to import iron and other crucial resources but despite all this Japan is counted in the list of developed countries.

Why is the situation like this.....?

This is because of the human quality.
In japan the human quality is very developed but africans are unskilled. So, africans cannot contribute much for resource development.

Thus, the african nations lack behind despite having a huge amount of resources whereas the japanese have developed a lot although they lack various resources.
