The seeds that float on the surface of the water are the ones which have very low density and weight than the ones that sink.
This is generally because of the in-built bacteria or bugs which get inside these seeds, and eating it from the inside, making them hollow.

Some seeds become hollow .because some bugs may enter into inside of the seed .And makes it hollow.
So, After the seed becomes hollow it's density decreases.Hence it floats on water.
