How do substances such as carbon dioxide and water move in and out of the cell

The cell membrane of cells are selectively permeable and thus it allows only some substance like oxygen, carbon dioxide, and water to pass through it by the process of diffusion and osmosis. Thus the cell membrane is also called selectively permeable membrane.
