the concrete is hard and covers the area completely. this stops the rainwater or any extra water from seeping into the ground and adding on to the ground water instead the concrete stops the ground water from seeping into the ground and the rain water has to flow to the side gutters.
this effects the availability of ground water as the ground water cannot be recharged.

We know that the main source of water is rain. Whenever it rains, the ground also absorb the water. But in concreted area, there is no absorption of water in the ground. Thus, this affects the availability of ground water.
