there is a term called ADHESION (attraction between two different molecule)
when wheel point is in ground it stick with water molecules ,as the wheel in speed water molecules also gain Kinetic energy
as motion is always in straight line it move exactly 90 degree to the radius of wheel is. spoke
when it's speed becomes slow ie. less then escape velocity of earth it fell up your face and u got wet and ugly

This is because the direction of the mud particles change at every point as the wheel of the vehicle moves and thus, fly off the wheel of a vehicle moving on the wet road.
