How do the right to life and right to equality become a mockery in the face of shortages in public facilities

The right of equality ensures that every person in this country gets equal amount of supplies. But as far as the rich people are concern, they are getting what they do not need.
For eg: Many rich people have made BPL cards which lets them have food at cheaper rates(which they don't need). The right to life ensures that every citizen of a country gets enough life supplies. Here also, the rich people take all the things targeted to the poor. It often leads to shortages of resources for giving away to the poor. As a result, rich gets richer and poor gets more poor.

I'm not too sure about this answer but I guess it's correct.

1.) The constitution of India recognises right to education water and health etc. as right to life . Therefore it is responsibility of the government to ensure that all citizens have equal access to this public facilities.

2.) Ever the real state of affairs is far from satisfactory. There is not only shortage of supplying but inequality in distribution too .
