The answer is very simple. Let me rewrite these equations for you.

1y - 1x = 03 ------------- (1)
4x - 1y = 60 ------------- (2)

I can rewrite (1) as

-1x + 1y = 03
 4x  - 1y = 60

When I add, 1y - 1y get cancelled, and 4x - 1x gives me 3x. Therefore,

3x = 63.

On further solving, we get, x = 63/3 = 21 and y = 3+21 = 24.

Thus, you solve this equation in this manner.
