The time difference between Gujarat and AP is 2 hrs but their time is same as per the latitude of India.
If you count the number of longitudes passing through India between Gujarat and Arunachal Pradesh and multiply it by 4 minutes, you will find that the difference is approximately 120 minutes that is 2 hours. Sun rises 2 hours earlier in Arunachal Pradesh than that of Gujarat. Also, one reason could be that AP is located in East while Gujarat is located in West.
