how do we know that the seed wants to grow onto plant

Let me tell you the question is incorrectly framed. There is nothing as to when the seed wants or does not want to grow into a plant or a tree. It is not that there is some kind of authority or something with the seed that the decision of growing into a plant ,etc relies on it .
It solely depends on the prevailing environmental conditions.Adequate moisture,humidity and warm temperature triggers the seed kernel to break.The seed sprouts ,germinates and grows into a plant.
If the required conditions are absent ,like if there are low temperature and dry conditions the seed enters a state called as dormancy which unables them to grow .However when favourable conditions arrive they germinate and give rise to a plant or a tree.
The dormant seeds remain viable for different periods of time .It may be months or years.Just imagine had the seeds never been dormant there would not have been anything like the seed banks and we wud hv never been able to store them in the godowns!!!
