I'm not sure about European folk music but I can add some things to John Wendell Fowlers answer.
In central and west Asia (Dr Sasan Fatemi coined a Phrase "Iranian, Arabic, Turkish musical region") there are some similarities. first you should know about the concept of "mode" and its differences with the concept of scale and its relations with mood.
the part about rhythmic cycles in previous comment is percise and with some degree of variation you can find these cycles and this "cyclic approach" toward rhythm in the different folk musics of the regions.
