Cotton clothes are thin and donot have space in which air can be trapped. Thus, cotton clothes do not prevent heat coming out of our body. Woollen clothes keep us warm duringwinter because wool is a poor conductor of heat and it has air trapped in between the fibres.

abhisheknarwariya: Fabric like cotton absorbs sweat but doesn't dry quickly, which can sap warmth from your body. So choose technical, moisture-wicking fabrics or clothes made with wool to stay dry and warm. ... As cold as you may feel when you head out, though, remember that you'll warm up and even start to sweat during your run.

As we know that wools are poor conductor of heat and they have fibres so they trap the air between their fibres and prevents the flow of heat to the cold surrounding.
