You must have atleast one of the values of the ratio to do it.
or else it is only possible if you're lucky and by chance you got bull's eye.
Example
2:3
if 3 has value of 12 then 2 will be x
2/3=x/12
24=3x
x=8
value of 2 will be 8
So 8/12 will be the values
If you simplify them by dividing both by 4 then
8/12=2/3
