First of all my answer is absolutely going to be based on India. For Indians education means a degree, like graduation. A graduate is considered as more educated than a twelfth pass, twelfth pass is considered as more educated than any former class and so on.
But according to thesaurus the education is the process of imparting knowledge, skill and judgment. Reaching at peak of a mountain need a climb but it doesn't mean that the climb is the only way to reach there.
So important thing is that we dont have to teach our new generation that the education is the key to success. In order to become successful we have to become capable, we should have knowledge or ceratin sets of skills.
Now lets move to the second part of the question. First lets talk about the rich criminals, dont you think criminals are rich and free because police and our government is not capable to catch them. Which is possibel only when they know about the flaws of the system more than those who in the first place created the system. They have much more knowledge than those who have a degree and got the selection. So I think they are more educated than many "educated unsuccessful" people. But we dont want this to happen. We want them to have degrees and more to that pass a competition then only they have the right to success. So for it we have to change our system.
Now these criminals too have two categories, first the real criminals who never tried the right path to get success, believe me they dont go to far but the real threat are those who are the victims of the system, like the non-reserved people who have the knowledge but they does not belong to minority or to a specific class. They are the ones who are taking a revenge from the system and they are the ones who know the flaws of the system and are giving the real hard time to our government.
Now lets talk about poor graduates. These people tried to reach at peak through the climb and they lost the fight within the climb. They are not skilled, have little knowledge and have never considered the importance of the process i.e. education. So these are the positives for us to convince our new generation.
In todays newspaper I read a news, "UP principal held for mass cheating". This is not a strange thing to happen in a society where our whole focus is on the process and not on the end results.
So what should we do to repair our ruptured society and the system. We have to re-shape the milieu of our young generation. We have to teach them ethics, we have to teach them about the differences between good and bad, right and wrong. We consider these small things useless but we have to reconsider them because the gist of the process is not that much hieroglyphical as we think. And lastly in the words of Baba Ranchor Das, "dont run behind the success but run to become capable and success will run behind you".

There is no need to convince. Everyone knows what's right or wrong. Our future generations will not become criminals just because of the fact that some people are uneducated criminals but rich.
