★Since in Thallium there total 3 electrons in valence shell (2 in s or 1 in p ) of which 2 are on s-orbital which prefers to remain non-reactive (inert) so, only 1 electron that is in p-orbital participates in chemical reactions most of the times. So, Tl1+ compounds are more stable over Tl3+.
