y= (-2/7)x+(-1/7).

Therefore, slope of the given line: - 2/7.

Therefore slope of the line perpendicular to the given line: 7/2 as for perpendicular lines,

m1 * m2 = - 1.

Now substituting the values in the point slope form:

y-y1= m(x-x1)

y-(-1)=7/2(x-3)

or 2y+2= 7x-21

or 7x-2y=23
